It is always good to do research on breeders before doing business with them. There are bird mills out there just like puppy mills. You do not want to support these operations due to ethical reasons.
Ask friends and family members that have parrots. They may go through a breeder, or dealer in exotic birds. They may have already done this research. You want to be patient, and take your time, so that you make the best decision in your quest for a new companion bird. 

Pionus is a unique bird, and not everyone knows about them. It is always good to go to a reputable bird dealer, or someone who has experience in these wonderful birds.
